Fannie Mae Offer Instructions

Offer instructions for homes owned by the Federal National Mortgage Association, also known as  Fannie Mae.  These instructions are meant to assist you with the offer process.

Please printout offer instructions.  Initial by each procedure and submit this signed instruction sheet with your offer.

_____  a.OFFERS  need to be submitted on a CAR contract.  All buyers must be named.  Be sure to use the name that the buyer will be using to take title - @ Michael W. Smith instead of Mike Smith.  If there is any name change, addition or deletion of a name or adding or deleting middle name or initial – offer MUST be cancelled and offer process begins all over.  This is a MAJOR setback for closings.  Let’s get it right the first time.

_____  b. We must know if home will be Owner Occupied –OOC or an investor purchaser.  Please double check that this is correct (page 3 of CAR contract).

_____  c. Fannie Mae has their own Bank Addendum that will be completed and sent to you when your offer has been accepted.  You will be given specific instructions.

_____  d. Fannie Mae gives an opportunity for Owner Occupied Buyers to purchase homes first.  This is the First Look Program (first 15 days investor offers cannot be submitted) .  For more information go to

_____  e.  If offer is an OWNER OCCUPIED buyer, please complete the Owner Occupied Certification that can be found in the MLS as an attachment – Other 4.  Offers cannot be submitted without it.

_____  Buyer HAS or HAS NOT previously purchased Fannie Mae properties in the past.  Please write YES or NO.

_____ CASH OFFERS -  If this is a cash offer, you will need to provide us with verification of funds dated within the last 30 days. Please confirm buyers name is on VOF.  Cash offers must have the following:  EMD is 10% of offering price.  Buyer must share Escrow Fee 50/50; Seller will not pay any of buyer’s closing costs;  Seller will not pay for Home Warranty or HOA docs prep and transfer fees.

_____ All offers – We will need a copy of the EMD check made out to __________ Title company.  The check must be from the buyer and name must be on EMD check.

_____  If buyer is obtaining a loan, they must have pre-approval lender letter.  We prefer your buyers contact our preferred lender:   Dawn Jarman, Wells Fargo  916-787-3614.  Buyer may use their own lender.
